War is economically viable and sustainable because it employs large numbers of workers, serves economic interests (e.g. acquiring oil in Iraq), and frequently fulfills nationalistic desires (e.g. civil war).
Peace, on the other hand, does not create nearly as many jobs and, though it is desired by many, may not be as desirable of a solution as violence is.

Sounds like Rumsfeld approved interrogation methods in Iraq.
