Priority = # of users affected X impact of effect X confidence factor
X chance factor X sureness / # of hours of work to implement
The chance factor is an adjustment made when the exact effects of a
change are unclear, e.g. investing in basic chemical science may have
a low obvious impact, but could allow for huge leaps tha are
currently unknown.
Perhaps include a confidence factor? this makes you more
conservative, so should always be 1 if not conservative.
Sureness is a value between 0 and 1 that attempts to count the potential opportunity cost of the action. If you are confident this is the best opportunity, then the value is 1. It's unclear whether this variable is needed in this equation.
Actual accomplishments are based on selection of current tasks based
on priority and preference . What is preference? - convenience,
novelty, change, difficulty/challenge, people involved, etc.
